Staff Leadership

The day-to-day management of RECBC is the responsibility of the Chief Executive Officer in accordance with the policies and budget established by Council. The Executive Officer is supported by a management team responsible for the different departments.

Erin Seeley

Chief Executive Officer

Responsible for all aspects of RECBC’s operations, Erin works closely with staff and Council members to ensure that the organization continues to fulfill its mandate.

Erin is an experienced senior leader, having served most recently as Executive Director of the Immigration Programs Branch in the Ministry of Jobs, Tourism, and Skills Training, where she was responsible for the strategic direction and operations of BC’s immigration programs. Erin has also served as the Executive Director of Finance for two Crown corporations: the BC Immigrant Investment Fund and the BC Renaissance Capital Fund. Before joining the BC government in 2006, Erin worked in the technology sector as Manager of International Business Development for MDA (MacDonald Dettwiler & Associates) in Richmond. She has a B.A. from UVic and an M.A. in International Studies from SFU.

David Avren

Vice President, Legal Services and Compliance

David oversees RECBC’s investigation and discipline processes, provides general legal advice to RECBC, and supports various committees.

David has a B.Com. and LL.B. from UBC, and a Master’s in Law from the University of Auckland, New Zealand, where he also taught law. David practiced criminal law and commercial litigation in Vancouver before joining BC Hydro, where he led BC’s largest in-house legal group. He was General Counsel and Corporate Secretary at Coast Capital Savings Credit Union before he joined RECBC in 2018. He is a member of both the national and provincial executive committees of the Canadian Corporate Counsel Association.

Lisa Holst

Senior Director, Accounting and Audit

Lisa oversees RECBC’s office and records inspection program and its internal accounting services. She provides general accounting advice to RECBC staff and supports various committees.

Lisa was previously the Director of Finance & Administration for Stringer Saul, a boutique London law firm. Lisa joined RECBC in 2001 and has been the Director, Accounting & Audit since 2008. She has a degree in Business Administration from Simon Fraser University and received her CA designation in 1991.

Pamela Skinner

Vice President, Education and Licensing

Pam oversees RECBC’s education, licensing and professional advisory areas.

An FCPA, FCGA, Pam was previously Vice President, Public Practice Regulation at the Chartered Professional Accountants of BC (CPABC). Pam was active in pursuing the unification of the three professional accounting designations in BC and played a significant role in creating CPABC’s regulatory structure. Previous positions include Vice President of Trust for HSBC Bank (Canada), CEO of HSBC Trust Company (Canada), and Director of Trust Services for BMO Harris Private Banking. Pam has volunteered in various capacities with the Estate Planning Council of Vancouver, including a term as President. She has also served as a Director of Lions Gate Hospital Foundation, a member of the Foundation’s Investment Committee, and as Chair of the Planned Giving Committee.

Nicole Liddell

Vice President, Operations

Nicole guides the human resources, information technology, administrative and communications functions at RECBC, supporting the achievement of strategic objectives and promoting strong employee engagement.

Nicole brings over 25 years of diverse operations, consulting, and human resources experience. Most recently, she was the Vice President of People for PavCo, which operates BC Place Stadium and the Double LEED certified Vancouver Convention Center. Previously she held roles including Senior Director, Talent at Ledcor Industries, Senior Director, People & Culture for Canfor, and the Director, Organizational Effectiveness & Shared Services at BC Hydro. Nicole holds a Master of Industrial Relations, a Master and Bachelor of Arts in Sociology, together with CPHR (Chartered Professional of Human Resources) and Prosci (Change Management) designations.

Charlene McLaughlin

Director, Legal Services

Charlene is responsible for the legal department to ensure the assessment and resolution of legal case files as well as developing proactive and efficient policies to enhance current and future operational capabilities. Charlene is an experienced senior legal counsel with a focus in the area of regulatory law. She was Senior Enforcement Counsel with the Investment Industry Regulatory Organization of Canada (IIROC) and Manager, Legal, Capital Markets Regulation for the Alberta Securities Commission (ASC). Charlene has acted as General Counsel and Chief Compliance Officer with real estate and private equity investment companies, and has a B.A. from Chapman University and a LL.B from the University of British Columbia. Charlene is a director with the Fresh Start Recovery Centre (Calgary) and a member of the Advisory Board for Headland Capital Partners.

Michael Scott

Director, Compliance and Investigations

Michael is a graduate of the University of Waterloo (Honours B.A., Economics) and Dalhousie University (Master of Public Administration (Management)). Prior to joining RECBC he was the Senior Manager responsible for corporate investigations in Western Canada for Scotiabank and prior to that he was the Manager, Investigations, at Workplace Safety (WSIB) Ontario.

Michael has over 20 years of law enforcement experience with the RCMP, where he has conducted and led national security, commercial crime, customs, and immigration investigations.
