Relicensing Education Program
The Relicensing Education Program (REP) requires licensees to complete applicable continuing education courses during the licensees' two-year licence period as a condition of continued licensing. The Council urges all licensees to complete their course requirements as soon as possible to avoid a last minute rush. Leaving it to the last minute could mean that courses are unavailable and may result in licensees not fulfilling their REP requirements. Licensees are reminded that licence renewal is dependant on completing the REP course requirements! If you do not complete the REP requirements within your two-year licence cycle, your licence may not be renewed.

The following outlines the REP and PDP requirements for licensees.
REP First Cycle Requirements 2007-2008:
The first REP cycle began on January 1, 2007. This means that licensees must complete the applicable continuing education courses as outlined below in the first REP cycle in order to renew their licence in 2009/2010.
Licensees are responsible to complete 2 courses; 1 elective and 1 mandatory course during their licence period in the first REP cycle. The mandatory course requirement for the first REP cycle is “What Brokerages and REALTORS® Need to Know About Agency”. Individuals licensed for rental property management only or rental and strata management only may substitute a second REP approved elective course for the mandatory agency course “What Brokerages and REALTORS® Need to Know About Agency”.
There are two exemptions for the first REP cycle as follows:

Individuals licensed to provide only strata management services are exempted from completing the mandatory REP course in their two-year licence period ending either 2009 or 2010 but are required to complete one elective course.

Individuals licensed as managing brokers to provide strata management services only are exempted from both the mandatory REP course as well as the REP elective course requirement.
Note: Licensees who completed “What Brokerages and REALTORS® Need to Know About Agency” prior to their licence renewal in 2007 or 2008 will receive mandatory course credit in their two-year licence period ending either 2009 or 2010.
REP Second Cycle Requirements 2009-2010:
The second REP cycle began on January 1, 2009. This means that licensees must complete the applicable continuing education courses as outlined below in the second REP cycle in order to renew their licence in 2011/2012.
Individuals licensed to provide trading services only:

One mandatory course – Real Estate E&O Insurance Legal Update course OR Real Estate E&O Insurance Commercial Legal Update course
Individuals licensed to provide trading services PLUS either rental property management services OR strata management services OR both:

One mandatory course – Real Estate E&O Insurance Legal Update course OR Strata Law/Legal Update course OR Real Estate E&O Insurance Commercial Legal Update course
Individuals licensed to provide strata management services OR rental property management services OR both

REP Record Keeping and Reporting:

Licensees are responsible for accurate reporting of course completion and must keep a detailed and valid record of the REP courses completed as they may be subject to an audit of their reported education.

Proof of completed education and attendance records must be kept in a specific education file along with sufficient information about the course including completion certificates and marks. These records must be kept for five years from the renewal date for which the education was used.

Licensees will report on the REP coursework completed at the time of licence renewal and certify that the information they have provided is accurate.

Should a licensee who is subject to an audit not be able to provide documentary evidence of course completion reported on a licence application, the Council may take disciplinary action including terminating the licence until such time as the required education has been completed.
General REP Information:

Licensees will satisfy their REP elective course requirements upon completion of one REP approved full day rated elective course.

The Applied Practice Courses as well as the licensing supplemental courses and the Broker's Licensing Course will satisfy the REP elective course requirement as they are considered licence upgrade courses.

Licensees who choose to take one of the supplemental licensing courses or the Broker's Licensing Course must also successfully complete the applicable examination in order to obtain REP credit.

Supplemental licensing courses, the Broker's Licensing Course or one of the courses in the Diploma Program in Urban Land Economics will receive a maximum of one full day rated elective course credit towards the REP requirements.

Licensees are eligible to receive REP credit for repeated courses taken in successive REP cycles.

Licensees will not receive credit for a REP approved course completed as a result of disciplinary action taken by the Real Estate Council.

Should a licensee choose to complete more education than required, they will not be permitted to carry any unused credits forward to obtain REP course credit in subsequent licence periods.

Only those real estate-related institutes and associations, who have been approved by the Real Estate Council of BC as having the expertise and training to deliver REP courses/seminars for real estate practitioners, may offer approved REP courses/seminars for real estate licensees to take in order to maintain a real estate licence. No individual course providers will be approved at this time.

The Council is mindful of the PDP program and has designed its REP program to ensure that its course list contains many of the courses that are being offered through the various boards, including the mandatory course. A REP and PDP course comparison chart has been developed to assist licensees.

In order to ensure that all licensees are treated equitably with respect to REP requirements, relicensing education requirements also apply to individuals apply for licensing whose licence has become inoperative, suspended, or has been voluntarily surrendered. Please see the Council's REP Policy Statement #1 for more information.
Licensees With Disabilities:

It is the Council’s goal to create an ongoing education program that is accessible to everyone and ensures fair and consistent treatment of all licensees, including those with a disability in keeping with the BC Human Rights Code. Licensees having a disability that would prevent them from completing a REP course may request special accommodations and arrangements and must provide appropriate assessment and report records including medical diagnosis and prognosis in order to facilitate the accommodation. Information submitted will be kept confidential and used only for the purpose of facilitating accommodation.

Written requests for accommodation should be made 30 days in advance of registering for a course and must be submitted with supporting documentation to the Education and Licensing Officer at the Council offices.
